Overview:

  • The Contracts Manager will be the central point of contact for the Firm’s Government related contracts.
  • This role supports our ability to maximize its government sales opportunity by assuring the company fulfills obligations to which it agreed, minimizing the associated cost and negotiating terms to achieve profit goals.
  • Demonstrated knowledge of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS), Contracts, Flow Down Clauses and Risk/Effects in Contracts. Exp. with FAR Clauses required.
  • Deep knowledge of Contracting Concepts and familiarity with Federal, State & Local and Academic Purchasing Processes required.
  • This is NOT a Contract Administrator position

Responsibilities:

  • Cradle to grave Government Contract Management and Administration: read and understand request for quotes, invitations to bid, requests for proposals and contract documents.
  • Reviews all Government Contractual Documents for satisfaction of government and/or customer specifications and requirements.
  • Reviews all submitted contracts for both Federal and State Contract programs: Analyzes applicable T&Cs and provides business team with legal guidance or recommendations for ensuring contract compliance during business execution.
  • Manages all federal contracts and subcontracts including General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWACs), Indefinite Delivery/ Indefinite Quantity (IDIQs), and task orders from proposal stage to close out
  • Adheres to, comply with, and educate team on the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) provisions
  • Negotiates and exercises independent judgment in managing all phases of a variety of Government contracts and customer interactions.
  • Develop excellent working relationships with those government officials administering our government contracts to meet their needs and desires relating to those contracts.
  • Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that terms and conditions are met. Advises leadership on appropriate activities to resolve performance difficulties.
  • Consults with external counsel when necessary for matters related to contract compliance and Government procurement regulations. Acts as a legal consultant to field sales teams, providing guidance and recommendations for day-to-day business matters related to contract compliance and Government procurement regulations.
  • Attends conferences, trainings or participates in organizations to further enhance knowledge of Government Procurement processes or that may have an impact to how the firm conducts business in the Government marketplace.
  • Articulates key deal points and conducts transactional risk assessment and mitigation to prepare for negotiation is necessary.
  • Advises management of contractual rights, obligations, and requirements.
  • Ensures compliance with Statement of Work (SOWs) and contract terms and conditions
  • Proactively manages customer interface to ensure contractual obligations are met and customer relationships are protected.
  • Analyzes proposal and contract risks and propose solutions for approval
  • Stays current on new laws, regulations and contract trends to provide advice and guidance to management and project team on contractual matters
  • Identifies, develops, and implements new and revised company policy, procedures and technology to ensure federal contract compliance
  • Creates government contracting training for all internal stakeholders including the Federal Government Sales Team
  • Assist government sales associates in meeting the needs communicated by government customers.
  • Supports capture management and proposal teams by providing guidance on Request for Proposal (RFP) terms, conditions, and related documentation
  • Reviews proposals for compliance
  • Prepare and deliver all reports required by government contracts and all reports needed to effectively perform those contracts
  • Meets with GSA during Contractor Assistance Visits (CAV) to explain how company is in compliance with its GSA Schedule
  • Participation in special projects and performs additional duties as required

Requirements:

  • Bachelor's Degree in Business Administration or equivalent experience; Advanced Degree a plus
  • Minimum ten years of experience required.
  • Demonstrated knowledge of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS), Contracts, Flow Down Clauses and Risk/Effects in Contracts. Exp. with FAR Clauses required.
  • Deep knowledge of Contracting Concepts and familiarity with Federal, State & Local and Academic Purchasing Processes required.
  • Sound strategic thinker; ability to identify opportunities; nimbleness in thinking; initiator of improvements required.
  • Ability to work comfortably in a team environment, multi-task, and support concurrent requirements for different internal and external customers required.
  • Self-motivated individual with attention to detail, strong organizational, communication and negotiation skills necessary in a team environment required.
  • A valid driver’s license and the ability to travel up to 20% of the time may be required.
